For those traveling to Washington, D.C. there are multiple flights each day to from Ithaca (ITH) to Baltimore (BWI) that cost as little as $100 each way. You can find them through a Kayak search, but even cheaper by going direct to US Air or, sometimes, Continental. You will have to change planes in LaGuardia.
When you arrive at BWI, take the Metro Express Bus B30 from the airport to the Greenbelt metro station (it's about a 45 minute non-stop bus ride and costs $3.10 one-way). From the Greenbelt Metro Station, you can get anywhere in Washington, D.C. We made this trip recently in 2010 and found that it took about 7 hours door-to-door from the Ithaca Airport to Union Station in Washington, D.C.
